Message If the ECU sees the fuel temperature as being over 75degC, then it opens the PRVR solenoid, which presents atmospheric pressure to the fuel pressure regulator, raising the fuel pressure from 37psi to 42psi during starting.

The canister is there (I believe) to act as a pressure vessle so that you don't introduce a vacuum leak to the manifold at the same time (so basically, it 'swops' the vacuum line over between the PRVR canister and the fuel regulator).
